The way you sign off a letter all comes down to the context.
Do you know the person you're writing to, or is it a formal letter?
As a general rule, sign-offs are as follows:
- Yours sincerely - when you know the person you are addressing. Eg. Mr Smith
- Yours faithfully - when you don't know the person. Eg. Dear Sir/Madam
- Best wishes - someone you already have a connection with - only use if it makes sense in relation to the context of your letter
- Regards - indicates professionalism and respect, use if you already know the person's name
