Appearing on Sky News, Mr Raab dashed the hopes of Brits desperate for a haircut or pint in a bar during coronavirus lockdown.
He said: “I just don’t think we are ready yet, given where we are with the virus.
“There are three steps, there’s the modest changes we are announcing which will take effect from Wednesday.
“There’s the other changes for things like non-essential retail, and people going back to school, particularly primary school, which won’t start until the earliest on June 1 – subject to conditions.
"From 4th July, at the earliest, we'll look at other sectors and that will include hospitality, but it will also include personal care and people like hairdressers.
"Obviously the proximity in those two sectors is something where we don't think we're ready yet, given where we are with the virus."
Brits have been unable to get a professional haircut for a month now, ever since hairdressers were ordered to close by Boris Johnson in late March.
Mr Raab also dashed the hopes of those hoping to play football under the relaxed lockdown rules.
He told BBC Breakfast: "No I don't think so because you can't stay two metres apart.
"Two people from the same home could go and play tennis, because that's something where they could stay two metres apart from everyone else.
"So, football would be one of those where I think would be very difficult to stay two metres apart if you're playing, you know, 11-a-side or even five-a-side."
The senior minister also announced Brits can meet one friend or family member they don't live with in a park - as long as they are two metres apart.
Yesterday it was confirmed that people could go out and meet up with one other person outside their household - such as a friend of family.
But if they are from another household they must stay 2m apart at all times.
However, the coronavirus laws ban groups of more than two people meeting up at once.
Boris Johnson last night laid out the "first careful steps" of easing the coronavirus lockdown as part of a three-phase plan to get back to normal life.
In an address to the nation he revealed a detailed roadmap of how to get Britain back on its feet, but still keep the deadly virus under control.
