What time was Boris Johnson's speech?

Boris Johnson spoke in the Commons this afternoon (November 2) at 3.30pm.

What did Boris Johnson say?

Mr Johnson told MPS that there is "no alternative" but to impose four weeks of tough measures across England from November 5 as a way of trying to control rising infection rates.

The UK has reported more than one million coronavirus cases throughout the pandemic.

His statement comes after a new lockdown was unveiled in a speech on October 31.

The Prime Minister told MPs there will be a vote in the Commons to decide on the way forward after the four week lockdown has expired.

The PM said the way out of the situation is to get the R down and beat the autumn surge of the virus.

Under the new rules people will have to stay home and will only be able to leave home for school, work, medical reasons, exercise, shopping or providing care to the vulnerable.

Pubs and restaurants will be shut although they will be allowed to do deliveries and provide takeaway services.

All non-essential retail will close, but supermarkets will be able to sell any and all goods they like.

They will not have to follow the Welsh example which saw non-essential goods cordoned off to shoppers.

Hairdressers and gyms will also be forced to close under the new restrictions.

Mr Johnson insisted the lockdown in England will end on December 2, and said he believed that the virus can be beaten by spring 2021.

He told MPs that scientists are “bleak” in their predictions over the short-term but “unanimously optimistic about the medium and the long-term”.

The PM added: “If the House asks me what is the exit strategy, what is the way out – let me be as clear as I can: the way out is to get the R down now to beat this autumn surge and to use this moment to exploit the medical and technical advances we're making to keep it low.”

He also told MPs we could see twice as many deaths in winter than we did in the first wave of the virus, and that the NHS could crumble without immediate action since the virus is doubling faster than the Government had anticipated.

Cabinet minister Michael Gove admitted on November 1 that the lockdown could continue beyond the start of December if the measures do not drive the R-number down.

Once the restrictions are lifted, the plan is to return to the three-tiered local lockdown system.

Regions across England will then be placed in Covid alert levels depending on the rate of infection in their respective areas.

These will range from Tier 1 "medium" Covid alert level to Tier 3, known as "very high".
