He has launched a Parliamentary petition calling for tighter legislation to control cyclists and e-scooter riders.

But despite police having no way of tracking down red-light runners, Downing Street stressed they would not be following his suggestion.

The PM - a keen cyclist - would not want to impose restrictions on the green method of travel.

His spokesman said: “It is certainly not something we have plans for.”

Mr Freeman said: “There would be a system similar to that which operates for motorcars, each cyclist will be required to wear a registered tabard with a registration number on the back.

“If there was an offence and alleged offence committed, a member of the public will be able to obtain that information and report it to the police.

“It will be an offense that attracts penalty points.

“I'm proposing actually one set of rules for all road users for cars, e-scooters and indeed for cyclists.”

He said cyclists were 15 times more than motorists, with 4,000 riders suffering serious life changing injuries each year.

Mr Freeman suggested that by tightening up legislation for all road users cyclists would benefit because it would make their journeys safer.
