For too long victims have been let down by the system and the Home Secretary’s proposals should do much to prevent horrific crimes like the Rotherham grooming gang scandal happening again.

But why has it taken this long for those who work with children to be legally bound to report abuse?

Shockingly, we now find that the disgraced pop star was gawping at videos of girls as young as eight on his taxpayer-provided smartphone.

The serial child abuser had also downloaded then deleted a dark web app.

His sickening behaviour was in clear breach of his parole terms.

But the public are entitled to know how he was allowed to do this in his publicly-funded “halfway house” hostel in the first place?

This monster cannot reapply for parole for at least another year.
