Officers are trying to get to the bottom of the mystery which saw them rush to the scene in the Hele area of Torquay around 11am on Wednesday.
The child, who is believed to be around six years old, was wandering around on her own before knocking at a nearby property.
The youngster, who is described as a white female with long blonde hair tied up in pig tails, then ran away.
Devon and Cornwall Police deployed around five squad cars to the scene.
