BRITAIN'S former EU envoy has quit for the second time in three days after ministers refused to work with him.

But instead of being showered with offers, he met a furious backlash over his high-handed behaviour.

He resigned from the civil service with immediate effect and will not, after all, be seeking a new top job.

Gloomy Sir Ivan stunned Westminster last week when he quit as Britain’s permanent representative to Brussels.

He used his walk-out to fire off an email to staff blasting the government’s “muddled thinking” over Brexit.

But his behaviour angered senior MPs and officials who accused him of “driving a coach and horses” through the Whitehall code.

Cabinet Secretary Sir Jeremy Heywood was said to be alarmed that he had “crossed the line” which dictates that civil servants advise and elected ministers decide.

A senior figure said: “The problem with Ivan was that he was unable to accept it’s up to politicians to make the big decisions.

“He gives advice and if they don’t listen and follow it to the letter he goes off in a huff.

“He seemed to think he could criticise the government, the PM and resign – and then be given some other big cushy job.”

Sources revealed he had taken “a bucket-load from all sides”, including PM Theresa May’s senior aides, since his tempestuous walk-out from the Brussels post.

Sir Ivan played a key role in David Cameron’s “calamitous” re-negotiation - which won so little that millions voted to leave the EU.

He leaves without a pay-off but will will receive three months’ wages in lieu of notice. He has been succeeded in the Brussels post by Sir Tim Barrow, a former ambassador to Russia, described by No 10 as a “seasoned and tough negotiator” who will help Britain make a success of Brexit.

Former Cabinet minister Iain Duncan Smith said: “Sir Ivan has behaved rather badly. He was a trusted civil servant.

“Reading his previous emails suggests to me he is somebody who has an incredibly high opinion of himself and doesn’t care too much about the democratic process.

“I am not surprised he is leaving the civil service. If anything, I was surprised he didn’t go sooner.

“I know many decent and respected civil servants who are appalled at his behaviour.”

One senior civil servant said: “We’re all a quite angry about the way he has behaved. He’s driven a coach and horses through the civil service code.

“For a start you’re supposed to stay in the background, yet he became a figure.

“He’s brought the government position into disrepute which goes against the civil service code and it was made clear to him you can hang around but you won’t get another job.

Mr Duncan Smith, who writes in The Sun on Sunday, added: “One minister told me last week, ‘I was surprised he was still in post, after all he was a key part of the team that failed to deliver a successful EU renegotiation for David Cameron before the referendum .”
