As of today, you'll be able to use the Vine camera to upload clips to Twitter but you wont be able to browse the Vine feed anymore.

First you need to register a GIPHY account, and your vines can be saved on your GIPHY channel.

Then copy and paste your Vine account URL. You're allowed one account per upload.

Then it's just a waiting game. GIPHY will send you an email when your library has been imported.
