Watch the heated interaction that led the officer to assaulting a civilian
THIS is the shocking moment a police officer punched a driver who honked at him for not turning right at a red light.
Dashcam footage from Thomas Brocuglio’s company van captured the entire confrontation – from the moment he honked, to the moment the Connecticut cop assaulted him.
Meriden Police Department Corporal Allen Ganter had been stopped at a red light at an intersection when Brocuglio pulled up behind him.
Brocuglio says he had been waiting for the off-duty police officer to make a right turn, assuming he was unaware of the traffic behind him.
After honking his horn, Brocuglio gestures insinuating that the cop had been on his phone, before sticking his finger up at him.
He can then be heard saying: “What are we doing? What are you doing? Waiting all f*****g day.”
The dashcam footage captured Ganter getting out of his Toyota Tacoma and going to confront Brocuglio.
As he approached Brocuglio’s vehicle, wearing gym shorts and a zipped fleece, the officer waved his badge at him.
He then said: “You can’t take a right on red you a*****e.”
Brocuglio replied asking: “Really? Where does it say that? It says ‘stop here on red’.
Brocuglio then accused Ganter of having been using his phone.
Ganter vehemently denied having been using his phone, even when the driver said he saw him looking down, and said he had been moving something in his bag.
The cop began taking pictures of Brocuglio’s licence plate, threatening to call his supervisor and to give him a ticket.
Brocuglio then asks for Ganter’s badge number – only to be met with a hefty punch to the side of his face.
As the cop walks off, Brocuglio says: “You are going to get arrested for assaulting a civilian.”
He then immediately proceeded to call 911 to detail the assault.
Brocuglio said: “I was just assaulted by a police officer. He punched me in the face through my window.”
He added that he thought he may have been concussed, as detailed in an arrest warrant for Ganter.
Photos taken by officers from the Rocky Hill Police Department showed significant swelling and redness on the left side of his face.
After Rocky Hill officers approached Ganter for a statement, bodycam footage showed the cop asking if he could press charges.
He said: “Is he pressing charges against me like for breach because I yelled at him and stuff?”
After the Rocky Hill officer explained that Brocuglio was charging him with assault, and that the entire incident had been caught on camera, Ganter asked if he could charge for breach of peace.
He asked: “So, he is saying that I hit him? And there is nothing I can press for breach of peace, for him yelling at me?”
Ganter then admitted that he had punched Brocuglio.
He said: “My fault, I’m wrong, I shouldn’t have.”
Photos were also taken of his hands, which had a large red mark on the index finger of his right hand.
The disgraced officer was charged with both breach of peace and third degree assault.
Meriden Police Department conducted an investigation into Ganter’s behaviour and found him to have violated the department’s code of conduct.
Ganter has since been placed on a five day suspension without pay, and is also required to attend three years of de-escalation training.
