UKIP wants England to get its own assembly just like Scotland, Wales and Northern Ireland.
The party’s manifesto, out on Wednesday, will pledge to scrap the House of Lords so the 375-member elected body can sit there.
The number of MPs in the Commons would be halved in size to just 235 from across the whole UK and the size of the UK government slimmed down.
The new assembly, elected under a proportional system, would have responsibility for all devolved issues and a government formed from among its members.
Ukip leader Paul Nuttall will outline the plans at his party’s manifesto launch on Wednesday.
A source said: “Millions of voters were angered by manoeuvring among some peers to frustrate the Brexit vote.
"There is a widespread feeling that it is time to drain the Westminster swamp.”
