NORTH Korean dictator Kim Jong-un has been pictured for the first time in weeks after US President Donald Trump labelled the nation a state sponsor of terrorism.

It marks his first public outing in weeks, with rumours spiralling about his declining health.

During the visit, Kim was quoted by state media as saying: "The hostile forces' desperate efforts to block the advance of [North Korea] make the indomitable spirit of the Korean workers stronger and make them produce a great miracle startling the world."

Trump has now promised a rapid ramp-up of US Treasury sanctions against North Korea, after adding its name to the terror blacklist previously led by Iran and Syria.

Of the move to blacklist North Korea, Trump said: "Should have happened a long time ago. Should have happened years ago."

But, speaking to reporters after the cabinet meeting, Secretary of State Rex Tillerson said Washington has not given up hope that sanctions and diplomacy can pressure Kim into agreeing to sit down and discuss his nuclear disarmament.

Tillerson said that measures were already having a "significant effect" on Pyongyang's economy.

He added: "We still hope for diplomacy."
