The blaze sparked an evacuation as guests fled for their lives, with more than 200 firefighters descending on the scene.
Michael Wege from the fire department in the Ortenau region's control centre told Bild: "The fire is still spreading strongly.
"We are not in control of the situation yet - we are in the process of drafting more forces."
No injuries have so far been reported, and it is not yet clear how the fire started.
The blaze is understood to have begun on one of the rides and spread through the Scandanavian-themed area.
Europa-Park's official Twitter account tweeted: "Dear visitors, at present there is a fire at the attraction 'The Pirates of Batavia'.
"Please avoid the Scandinavia area. We will get back to you shortly. Thank you."
It later added: “The subject area Scandinavia has been extensively evacuated in the meantime.
“The forces are on-site and work hard to prevent the fire from spreading.”
