Milly Dowler killer Levi Bellfield was member of sick child sex grooming gang that’s never faced justice, council report claims
SERIAL killer Levi Bellfield who brutally murdered teenager Milly Dowler was part of a child sex gang that’s never faced justice, according to a new report.
The 50-year-old, jailed for life after being convicted of three murders, is accused of being part of a group of paedophiles which allegedly groomed young girls.
Bellfield, along with six other men, is accused of targeting at least 17 vulnerable girls under the age of 16 for sex, reports .
Debbie Weissang, the former child sexual exploitation manager at Hillingdon Council in West London wrote her report on Bellfield in December 2017.
She covered the area where he owned the flat in Hanwell, West London, which contained the infamous “raping room” where young women were given the date rape drug GHB.
Ms Weissang said that despite Bellfield being “locked away” there are “six other men” who are not serving life sentences and “pose a serious threat to children”.
She added that these men have “never been brought to justice” and think they are “untouchable”.
According to The Sunday Times, her report states: “I am deeply concerned there remains a risk to children both in the community and online from Bellfield’s associates.”
Her report has been passed on to Scotland Yard, who are investigating the full extent of Bellfield’s attacks on women.
Bellfield killed Milly Dowler, Marsha McDonnell and Amelie Delagrange as well as attempting to murder Kate Sheedy between 2002 and 2004.
However, detectives involved in investigating these murders have suspected he was linked to other incidents and sexual crimes.
Colin Sutton, a former detective chief inspector who led the Delagrange investigation, said they had evidence to link Bellfield to a “number of convicted paedophiles”.
Ms Weissang’s report mentions 17 alleged victims of Bellfield’s gang with claims of abuse taking place as recently as last year.
The majority of the alleged victims were vulnerable, white British girls who were often in care.
One of the alleged gang members named in her report is Victor Kelly who is on the sex offenders’ register for life.
Kelly was 62 when he was convicted in 2005 for offering a 12-year-old girl cocaine if she had sex with him.
Another alleged gang member also named is Suraj Gharu, who was jailed for five years for a number of sex offences when he was 25.
She said: “The men of interest have conditioned themselves to believe they have done nothing wrong and are untouchable.”
Ms Weissang added that the police and council need to carry out a “full review” because the members of the “child sex ring” have “not been brought to justice”.

A Scotland Yard spokesman said: "A safeguarding report was received from Hillingdon Council.
"Any allegations of Child Sexual Exploitation contained in the report will be assessed and be investigated where appropriate."
A Hillingdon Council spokesman added: "Following completion of the report the information was carefully reviewed by Hillingdon Council's Head of Safeguarding in partnership with the Metropolitan Police to ensure a timely and proportionate response.
"A dedicated police resource was also assigned to review the information. Hillingdon Council's Children's Social Care team conducted numerous safeguarding checks including liaison with all relevant agencies."
