Up to 30,000 could be entitled to cash — including relatives of those who died without payouts.
The scheme will also be open to those driven into poverty and crime by the fiasco, Home Secretary Sajid Javid, left, said.
He told MPs: “Nothing we say or do will ever wipe away the hurt, trauma and loss that should never have been suffered.
“But together we can begin to right the wrongs of Windrush.” He put a “baseline estimate” of costs at £200million.
But a Home Office paper said that could triple if more than the expected 15,000 make claims.

The scheme will aid Commonwealth citizens wrongly deported or denied jobs or benefits after decades living legally in Britain.
Claimants could get £10,000 for lost work, £2,000 for “impact on life” and £4,200 for each year they were denied council homes.
But Shadow Home Secretary Diane Abbott blasted the measure for not covering those wrongly refused UK re-entry due to a lack of paperwork.
