ALL prisoners should be given phones in their cells, according to the Justice Secretary David Gauke.
The Tory MP said allowing inmates to make calls would be a “real game changer” in helping to improve behaviour.
In an interview with Mr Gauke said: "All the evidence is pointing towards in-cell telephony helping, so its wider use, I think, makes a lot of sense.”
He argues keeping in touch with family on the outside helps with rehabilitation and therefore leads to “fewer victims”.
Conservative Mr Gauke, who took over the Ministry of Justice in January, the "long periods of time when they don’t have access to a phone can be a source of friction".
He added: “I was in Germany on Monday and I visited a prison there and they have incell telephony very widely and they have exactly the same experience.
"They find where you bring it in, it improves behaviour.”
It is hoped the phones would stop the use of illicit mobiles, according to The Telegraph.
They would reportedly be limited to set, pre-approved numbers and prisoners would still have to pay for the calls.
