And he is desperate for a January escape to secure his Euro spot this summer.

Phillips has been linked with numerous clubs including Newcastle and Crystal Palace.

Barcelona and Juventus were also said to be keen before being put off by City’s £7million loan price.

But the claims West Ham have agreed to meet the terms demanded.

And they are now close to signing Phillips on loan until the end of the season.

His arrival in east London will come as a huge boost to David Moyes, who lost talisman Declan Rice last summer.

Signings like Edson Alvarez and James Ward-Prowse have impressed since moving to West Ham six months ago.

But Phillips’ profile and style could help Moyes replicate the tactics that sent him to glory in last term’s Europa Conference League.

As for the player himself, Phillips is said to be open to joining West Ham as long as his minutes are guaranteed.

As well as Alvarez and Ward-Prowse, Moyes also has Tomas Soucek competing for a place in midfield.

The Hammers are also keen to avoid paying as much of Phillips’ weekly £150,000-a-week wages as possible.

And City are open to covering a large chunk should their loan fee demands be met.
