INTER MILAN have made an improved offer to Arsenal for Shkodran Mustafi, according to reports.
The German international has failed to settle in at the Emirates and now looks likely to move on loan to the Italian giants.
are claiming the deal would include a £4.6million loan fee as well as Inter having the obligation to buy for £23m if he plays in 50 per cent of their games.
But the report also claims the Gunners are keen to keep the 25-year-old they signed from Valencia for £35m last season.
Arsene Wenger still sees Mustafi as a key squad player after the Gunners awful start to the season.
His only start in the Premier League came in the 1-0 loss to Stoke while he was an unused sub during Arsenal's 4-0 humiliation at the hands of Liverpool.
Wenger wants to recoup the majority of the £35m fee he paid Valencia for the World Cup winner if he is to leave.
Inter are also set to pay all of his wages, thought to be around the £90,000-a-week mark.

The Gunners boss has already sold one centre-back this summer, flogging Gabriel Paulista to Valencia for £10m.
And if Mustafi leaves then the fan backlash will only add to Wenger's woes.
The under-fire Frenchman is already dealing with the prospect of losing both Alex Oxlade-Chamberlain and Alexis Sanchez.
England international Oxlade-Chamberlain looked set to join Chelsea but now looks to have snubbed the champions to try and move to Liverpool.
Manchester City had a bid for Sanchez that included Raheem Sterling going the other way rejected by the Gunners.
