He joined the Gunners' youth ranks in 2011 and went onto make his senior debut two years later.
Bellerin, who has a contract until 2023, was limited to 13 league starts last season as he battled back from a knee injury.
Arteta has Ainsley Maitland-Niles and Cedric Soares as adequate back-up should he decide to cash in.
Juventus and Bayern Munich are also interested in his signature and could match PSG's offer if it is accepted.
Arteta has already forked out £27m on defender Gabriel Magalhaes.
But he will use the cash generated from Bellerin's sale to pursue a deal to land Atletico Madrid's Thomas Partey.
The midfielder has a £45m release clause in his contract while it will cost a similar fee to sign Lyon target Houssem Aouar.
