The 25-year-old remained with the Gunners this summer, despite interest from across Europe's top leagues.
The Turkish window is still open, and Trabzonspor are hoping to persuade Arsene Wenger to let the England midfielder leave.
He is not in his first-team plans this season, after suffering another injury which the ex-Bournemouth ace is slowly making a comeback from.
Wilshere was named in Arsenal's Europa League squad earlier this week, but that has not stopped a late swoop for his signature.
The former Bolton loanee almost left the Emirates on transfer deadline day, last Thursday.
He had the chance to join Harry Redknapp at Birmingham, but rejected the chance at the last minute.

The Three Lions star was also looked at by Stoke and West Ham, but a switch failed to materialise.
Wilshere made his comeback from injury in an Arsenal Under-23 clash against Manchester City last month.
But his night ended in disaster after he was shown a straight red card for reacting to a late challenge in the 63rd minute.
