Jurgen Klopp is a huge fan of Ings, 25, but the one-cap England international has struggled at the club after a series of unfortunate injuries.
With that in mind, the German chief is willing to offload the forward, but only on a temporary deal, with Liverpool hoping the ex-Burnley man still has a future at the club.
Since arriving at Anfield in 2015, Ings has made just six Premier League appearances, scoring twice.
Now into his third season at the club, the ex-Bournemouth star has scored three times in 12 games for the Premier League giants.
But now, as he approaches full fitness following a handful of outings for the Under-23s, clubs are re-entering the race for Ings.
Newcastle were interested in the prospect of the English forward in the summer.
With Ings knowing he will need a long run of games - and a hatful of goals - in order to break into Gareth Southgate's squad for the 2018 World Cup, the forward could be tempted by a move.
As well as Rafa Benitez's Toon, Southampton, Watford and Crystal Palace are keeping tabs on Ings' situation.

Ings netted 38 times in 122 league games for Burnley between 2011 and 2015.
