NEWCASTLE have reportedly had a player-plus-cash offer for Besiktas hitman Cenk Tosun snubbed.
The Magpies have been chasing the in-form Turkey international since the summer, with Crystal Palace also keen.
And Turkish outlet claim they tested the water by bidding £9million plus Aleksandar Mitrovic.
Tosun, 26, has started this campaign on fire with nine goals in 15 games after netting 26 times for club and country last season.
And the report adds that Crystal Palace also saw an initial move rebuffed after proposing a £10.5m deal.
The Magpies have taken 14 points from 13 matches this season - scoring just 11 times in the process.
