The 20-year-old is regarded as one of the brightest talents in the Bundesliga and has been courted by some of the biggest clubs in Europe.
But the youngster wants to continue his development in Germany before even thinking about a switch to the English top flight.
Bailey said: "Leverkusen is perfect for me.
“I want to develop and then I can take the next step.
“When I move to a big club, the people there will want to know me. I want to make a name for myself at the highest level."
