It is another blow for boss Ryan Giggs, who is already without talisman Gareth Bale.

The Real Madrid superstar failed to recover from a tight groin and also missed the 4-1 friendly hammering by Spain last Thursday.

But the loss of Ramsey, who missed Arsenal’s trip to Azerbaijan recently for the same reason, as well is a major setback for Giggs ahead of the trip to Dublin.

Daniel James of Swansea has been called up.

Wales are also without impressive young duo Ethan Ampadu and Chris Mepham through injury while Joe Ledley is also out.

Now the onus will be on Wales’ young guns such as David Brooks, Tom Lawrence and Harry Wilson for Giggs’ men to produce a result at the Aviva Stadium.

Ramsey has already confirmed he is leaving Arsenal at the end of the season when his contract expires, after the club withdrew their offer for a new deal.

The Gunners midfielder was ready to sign a lucrative new £250,000-a-week five-year deal at the Emirates before talks collapsed last month.

He told SunSport: "Everything has been going great with the club. We thought we were in a position where we had agreed a deal but that's no longer the case."
