Said Ouaali, head of youth education at Ajax, admitted that the club did everything in their power to keep hold of him.
He said: "Dillon has indicated last week that he will leave the club.
"He is leaving for a foreign club. We wish him a lot of success and know that we have done everything to keep him.
"He may ultimately make the choice and choose a foreign adventure."
Despite his age, he has already featured for the under-19 side emphasising how highly regarded he was at Ajax.
Hoogewerf is set to be joined alongside Swansea's Daniel James once the transfer is completed.
